DoN’s Mandatory Vehicle for the
Acquisition of Professional Support
Services


The SeaPort Program Management Office (PMO) will conduct the next competitive SeaPort NxG Rolling Admissions in Spring 2024 to award Multiple Award Indefinite-Delivery/Indefinite Quantity (IDIQ) contracts.  Proposal submission and evaluation criteria for the Rolling Admissions RFP will be similar if not identical to the FY21 SeaPort NxG solicitation (N00178-21-R-7000).  Interested offerors should monitor SAM.gov for future announcements on the release of the solicitation and any applicable amendments. 

SeaPort-NxG is the Navy's electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC, and NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC), and the United States Marine Corps (USMC) compete their service requirements amongst 2400+ SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract holders. 


Simply stated, SeaPort-NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation.  The Navy conducts Rolling Admissions to allow new industry partners the opportunity to participate. Updates to the Rolling Admissions schedule are posted on this website as well as SAM.

SeaPort-NxG - The original Solicitation Number N00178-18-R-7000 was awarded in December 2018.  Rolling Admissions Solicitation Number N00178-21-R-7000 was awarded in July 2021.

SeaPort provides an efficient and effective means of contracting for professional support services and enhancing small business participation.  SeaPort is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. 

The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort IDIQ multiple award contract holders. 

The SeaPort portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members.  All task orders are competitively solicited, awarded and managed using the SeaPort platform. 
Since nearly 85% of its contract–holders are small businesses, the SeaPort approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.


Oral proposals will not be conducted.  Awards will be made on initial offers without discussions. 

The solicitation will be issued electronically via https://www.sam.gov and interested parties must comply with that announcement.  SAM.gov is the single point of entry for posting of the synopsis and solicitation to the internet.  Interested parties should monitor SAM.gov for the release of the solicitation, and any applicable amendments.  Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov

SeaPort-e and SeaPort NxG Additional Information

SeaPort is the Department of the Navy's electronic platform as well as mandatory contracting vehicle for procurement of professional support services. There are 23 functional areas that seaport-e supports including Engineering, Financial Management, and Program Management.

SeaPort Contract Size

$5-6 billion Annually and is the Department of Defense’s largest contract.

 

SeaPort Contract Transition

SeaPort-e is being replaced by SeaPort NxG. This transition began in December 2018.

Seaport-e & SeaPort NxG Small Business Highlights

Seaport in its design has small business utilization built into it. As a result of these efforts:

  • 85% of SeaPort contract holders are small businesses.
  • 44% of all spending obligations with Seaport went to small businesses or roughly ($2.5B out of $5.4B in spending)
  • Allows for small business set-asides whereby task order competitions are restricted to certain socio-economic categories such as WOSB, HUBZone, SDVOSB, and 8(a).
  • The standardization of the Seaport process benefits small businesses by reducing the administrative burden which generally gives larger contractors with specialized teams an advantage.

 

SeaPort Program Key Information

  • SeaPort refers to both a set of Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs) and an electronic platform to solicit, award and administer task orders.
  • SeaPort consists of SeaPort-e and SeaPort-NxG – which are separate sets of MACs utilizing the same electronic platform although with separate portals.
  • All task orders are competitively solicited, awarded, and administered using the SeaPort portal.
  • SeaPort is a Tier 1 federal contract. There are Tier 0-3 Federal Contracts with 0 not fitting into a category. As a Tier 1 contract SeaPort is Mandatory in its use by the agencies with which it presides over. Therefore, having a SeaPort contract will likely be the only way to obtain certain types of work from the Department of the Navy.
